Riders reminded that motorcycle safety rules strictly enforced on base

HILL AIR FORCE BASE, Utah --  The safety of all personnel traveling on Hill Air Force Base roadways is paramount, whether it's in a car, truck or on a motorcycle. The risk of operating a motorcycle without proper safety equipment can prove deadly. Recent tragic events across the Air Force and within the local community suggest motorcycle safety standards need additional emphasis. Accordingly, security forces will take action to ensure the safe operation of motorcycles while on Hill AFB. All riders should be aware of the requirements set in place to prevent safety mishaps. Hill AFB Supplement to Air Force Instruction 31-204, Air Force Motor Vehicle Supervision and AFI 91-207, The U.S. Air Force Traffic Safety Program, outlines the requirements for all personnel operating a motorcycle on a military installation. The Motorcycle Safety Foundation Course (MSF) on or off base is required in addition to having the proper safety equipment and gear as noted below:
  • Headlight must be operational and on at all times
  • Motorcycle must have rearview mirrors
  • Head protection: Operators and Passengers must wear Department of Transportation approved helmets.
  • Eye protection: Goggles, wrap-around glasses, or full face shield (secured properly to helmet) designed to meet or exceed American National Safety Institute (ANSI) standard Z87.1 for impact and shatter resistance will be worn.
  • Garment and motorcycle visibility: Motorcycle riders will wear a brightly colored outer upper garment during the day and a reflective upper garment during the night. Outer upper garment shall be visible and not covered. Wearing a backpack is authorized if it has brightly colored/reflective properties.
  • Long sleeve shirts or jackets, full fingered gloves and long trousers must be worn.
  • Foot protection: Riders will wear sturdy over-the-ankle footwear that affords protection for the feet and ankles (durable athletic shoes that cover the ankles may be worn).
  • All military and DoD civilians must have in their possession a motorcycle safety foundation or equivalent card along with identification for entry to the installation while operating a motorcycle.

Strict enforcement will be addressed in a three phase plan. The first phase will consist of reiteration of the above requirements with a verbal warning. The second phase will consist of a citation being issued and notification to your commander or staff agency chief. The third and final phase will result in a citation, denied base access and possible revocation of motorcycle operating privileges on Hill AFB. Additionally, all installation gate personnel are aware of the safety requirements and have been instructed to enforce the standard.
