75th ABW CC sets Segway use policies

In a memo signed Feb. 1, Col. Sarah Zabel, 75th Air Base Wing commander, set out policy guidelines concerning the use of Segway-type vehicles at Hill Air Force Base.

Among these are the following:

All use by military and civilian employees is to be under the provisions of the policy.

All operators must receive operator training from the manufacturer or an approved trainer. The manufacturer's operating guide will be considered the manual and all users are required to take a training course. Users must take the training during normal duty hours if that is when they will use the vehicle. Users are required to become familiar with AFI 91-207, "The U.S. Air Force Traffic Safety Program."

All Segway Personal Transport (SPT) users will follow local PPE guidance in AFI 31-204_AFMCSUP1_HILLAFBSUP12, "Air Force Motor Vehicle Traffic Supervision" and AFI 91-207, covering bicycles/motorized scooters. SPTs will only be allowed to operate on sidewalks, parking lots and on designated/clearly marked crosswalks. SPT users must yield to pedestrians and give right-of-way to foot traffic.

Reflective gear and tape are recommended to increase visibility. All safety gear required by AFIs similar to mopeds and bicycles will be required.

SPTs are not to be allowed on roadways.

Indoor use within facilities is not permitted unless expressly authorized by the commander or director of the management organization occupying the facility. A Risk Management Evaluation will be performed prior to allowing any such indoor use.

The Segway Personal Transporter must be stowed when not in use during working hours. Privately owned SPT batteries may not be charged through the consumption of government resources.

Indoor users must use special precautions when using uneven walkways, around cables and hoses and users must avoid low ceilings, light fixtures, entryways, door jams, roll up doors and all other such hazards.

Blocking ingress and egress access, doorways, stairwells, or high pedestrian traffic areas is forbidden as such access is needed in the event of emergency.

The Segway Personal Transporter -- or SPT -- policies correspond with Utah law, Air Force Instructions and Hill Air Force Base Instructions and the Americans with Disabilities Act.

Users ultimately remain responsible for their own safety and the safety of others while operating an SPT on Hill AFB.
