CSA cards replace GTC for travel Published Dec. 23, 2010 By Catherine McNally Hilltop Times staff HILL AIR FORCE BASE -- Beginning Dec. 10 Government Travel Card holders will begin receiving a replacement Controlled Spend Account (CSA) card from Citibank. The CSA cards are intended to replace the old Government Travel Card and will be issued to everyone in phases, with the first batches going to individuals with expiring Government Travel Cards. The new cards are blue and should not be thrown away once received in the mail. No individual will be exempt from receiving the new CSA card as they do not require a credit check. CSA cards will also not affect credit score and history. CSA cardholders will use the new cards for all travel expenses incurred while on TDY, PCS or deployment. The new cards will act much like a regular debit card where each card's spending limit is loaded onto the card. The spending limit will be based off of the cardholder's travel orders and estimated travel costs. If excess travel expenses are incurred due to extended travel or other reasons, a temporary spending limit increase can be requested by contacting Citibank or your Agency Program Coordinator. A temporary increase can also be added by having your administrative point of contact amend your travel authorization to reflect the adjusted period of travel and costs. The increase can be issued while the amendment is being processed. After travel is complete and the cardholder has returned, a voucher will be submitted that authorizes payment to be made to Citi. If, after the payment is made, there is a credit balance or funds due back to the cardholder, there are three options: * The cardholder may charge personal expenses to the card, not to exceed the credit balance amount. * The funds may be withdrawn at a Citibank branch or ATM (with 2 percent ATM fee). * The credit balance may be transferred to a personal bank account. If the cardholder spends more than the credit balance, they are responsible for making payment directly to Citi. As with any card, if your CSA is lost or stolen it should immediately be reported to Citibank by calling 1-800-950-5114 and any fraudulent charges should be disputed with Citibank. The value at the time the card is lost or stolen will be applied to the replacement card.
