Sexual Assault Prevention and Response

The Hill AFB Sexual Assault Response Coordinator (SARC) serves as the single point of contact for integrating and coordinating sexual assault victim (survivor) care 24/7, 365 days a year. The SAPR office is also responsible for providing sexual assault prevention training throughout the installation. Help is just a phone call away. SAPR Information

Sexual Harassment: Sexual Harassment involves unwelcome sexual advances, requests for sexual favors, and deliberate or repeated offensive comments or gestures of a sexual nature.

Sexual Assault:  Intentional and unwanted sexual touching (or attempts to touch) another person when that person does not give or is not capable of giving consent.

Eligibility for SAPR Resources:

You are eligible for SAPR services if you meet any of the listed requirements for the respective services. If you are not eligible for SAPR services but are still looking for support, please visit our “Resources” section below or contact our office for community-based referrals.

Sexual Assault:

  • Are a current or former military member (including guard and reserve).
  • Are a military dependent over the age of 18 or are Tricare eligible.
  • Are a DAF civilian employee (appropriated and non-appropriated).

** A member whose report includes an alleged subject who is a current or former spouse/shared a child/children or either currently or previously lived together are referred to Family Advocacy Program for services.

Sexual Harassment:

  • Are a current military member (including guard and reserve).
    • Air National Guard members are eligible in a federalized status. Members in a non-federalized status (Title 32/ State Active Duty) will follow chief national guard bureau guidance.

** DAF civilian employees are not currently eligible for Sexual Harassment advocacy services, but they can utilize the Equal Opportunity Office available at: 801-586-6636.

Victim Advocacy

Air Force victim advocates provide essential support, liaison services and care to a sexual assault victim.

Victim advocates are active duty military personnel and DoD civilian employees selected by the SARC and who have completed a 40-hour training course.

Victim advocates are volunteers who must possess the maturity and experience to assist in very sensitive situations.

Responsibilities include:

  • Providing crisis intervention, referral and ongoing non-clinical support.
  • Providing information on available options and resources to assist the victim in making informed decisions about the case.
  • Services will continue until the victim states support is no longer needed.
  • Does not provide counseling or other professional services to a victim.
  • May be present with the victim, at the victim's request, during investigative interviews and medical examinations.

Safe HelpRoom

The Local Safe HelpRoom is a safe and anonymous space created by the DoD Safe Helpline to connect with other survivors of sexual assault within our Hill AFB community and surrounding installations. This is an online peer-to-peer support group, moderated by a certified SAPR VA or SARC at Hill AFB, where you can share your experiences, offer support, and know you're not alone. Catch Program
The CATCH Program gives people making a Restricted Report an opportunity to anonymously disclose suspect information to help the Department of Defense identify serial offenders. CATCH allows sexual assault victims (Service members and adult dependents) to discover if the suspect in their Restricted Report may have also assaulted another person (a “match” in the CATCH website), and having that knowledge, decide whether to convert their Restricted Report to Unrestricted to initiate an investigation of the serial offender suspect. Victim’s Counsel

Victim’s Counsel (VC) provides legal victim-centered advice and representation throughout military justice and administrative processes to eligible victims of sexually related and domestic violence offenses. They serve as a victim's personal attorney at Air Force expense. Their sole role is to empower voice and choice, protect victims’ privacy, and provide confidential legal advice protected by Attorney-Client Privilege.

By federal law, Air Force VCs are only authorized to provide legal assistance to:

  1. All Air Force Active Duty, Air Force Reserve, and Air National Guard victims, who are in Title 10 status at the time of the offense, and report they are a victim of a sexual assault under the UCMJ or state and federal laws criminalizing sexual assault.
  1. All adult dependents of active-duty military personnel from any branch, who file a report that they are the victim of sexual assault under the UCMJ, when an Air Force commander may exercise jurisdiction over the alleged offender.
  1. All Army, Navy, Marine Corps and Coast Guard Active Duty, Reserve, and National Guard victims, who are in a Title 10 status at the time of the offense and file a report that they are the victim of sexual assault under the UCMJ, when an Air Force commander may exercise jurisdiction over the alleged offender.
