MPF to change functions

Military Personnel Flight's across the Air Force started to changed their functions Nov. 19 due to Congress' Program Budget Decision No. 720 to the Base Level Service Delivery Model by merging commander support staffs into the Military Personnel Flight and creating four new sections.

Currently, only Air Force Materiel Command units on Hill AFB will be merging into this concept. Other organizations and commands on base, such as Air Combat Command and Air Education and Training Command, are projected to merge at a later date and, therefore, will keep their commander support staffs until their merge date is approved. Members in other organizations outside of AFMC should still see their commander support staff in their unit as their first stop for personnel actions.

"You know that in today's resource-constrained environment, transformation benefits both Airmen and the corporate structure by eliminating redundant management, reducing administrative and support costs and increasing technology ROI. We absolutely must continue finding more efficient ways to deliver personnel services" says Gen. Brady, Deputy Chief of Staff for Personnel and Manpower.

PBD 720 granted the Air Force to reduce manpower authorization in order to provide increased technology to the field. Due to the manpower cuts, there will not be enough personnelists for every commander's support staff in each unit. Commander support staffs will be disbanded and merged into the Military Personnel Flight.

In return for taking these individuals from the commander, a new system called the Base Level Service Delivery Model Dashboard, will provide a reporting feature with some interactive capability that will give commanders the same knowledge he or she might have received from a personnelist.

Along with the eliminating of personnel in each unit, four new functions and sections will be created in the 75th MPF to include customer service, force operations management, career development and personnel readiness. Some of the major changes include combining outbound assignments, retirements and separations, promotions, and reenlistments into the career development section. Additionally, evaluations and duty status and changes will combine into the force operations management section. Identification cards, Servicemembers Group Life Insurance, in-processing, awards and decorations will now fall under the customer service section.

According to the 75th Mission Support Squadron, the organizational focus is a new concept which eliminates single point failures and stove-piping of skills.

"No longer will there be one single Airman responsible for evaluations, awards, decorations, etc," said Maj. Letitia Marsh, 75th military personnel flight commander. "Every individual in each office will be a generalist, able to answer any question or process."

The MPF will continue to train and educate each section in order to continue to provide all personnel services and focus on an environment of continuous learning in order to increase effectiveness, innovation, and competence.
All AFMC customers needing personnel services should visit the MPF office at building 180, room 108 to sign in. A MPF representative will direct the customer to the appropriate section for assistance. Individuals requiring an ID card should contact customer service at 586-5434, to schedule an appointment. The MPF's new customer service hours are 0730 to 1630, Monday through Friday.
