Retired Air Force Col. Kurt Gallegos speaks during the Hispanic Heritage Month luncheon at Hill Air Force Base, Utah, Sept. 17, 2017. Gallegos was born and raised in Layton, Utah, and served on active duty from 1986 to 2000; he joined the Air Force Reserve in 2000.
