Civilian leadership opportunities in EEO programs

The Equal Employment Opportunity Strategy and Integration Office is seeking civilian employee candidates to fulfill multiple Installation Special Emphasis Program Manager and Member Employee Resource Group lead positions.

These programs enhance employment and cultural awareness of protected groups, and support the Affirmative Employment Program and equal opportunity initiatives by helping to address employee professional development, advancement, retention, and training for underrepresented groups, so they have the opportunity to reach their full employment potential.

There are nine SEPM and MERG Lead collateral duty positions needed to be filled:

  1. American Indian/Alaska Native Employment Program Manager
  2. Asian American/Pacific Islander Employment Program Manager
  3. Black Employment Program Manager
  4. Disability Program Manager
  5. Federal Women’s Program Manager
  6. Hispanic Employment Program Manager
  7. LGBTQ+ MERG Lead
  8. Veteran MERG Lead
  9. 40 and over MERG Lead

The program management position is a collateral duty and accounts for 20% of your duty time, which equates to eight hours a week. You will remain in your current position and duty location. Collateral SEPM / MERG Lead duties will be documented with a performance element in the employee’s performance plan. All Hill Air Force Base federal civil service employees on permanent appointments at Hill Air Force Base are eligible to apply. Application is open to all civilian pay schedules GS-07s/WG-08s (Acq Demo equivalent i.e., NH-02) and above. SEPMs / MERG Leads will be appointed for a two-year calendar term, from April 1, 2025 to April 1, 2027.

Formal training in leadership or management is not required. You do not need to be of the gender or minority group to apply. SEPMs serve as the program manager for the Installation by assuming the responsibility for the concerns of the represented groups in the areas of hiring, training, mentoring, career development and retention.  SEPMs maintain a high level of program awareness and are advisors to both the workforce and management officials to ensure compliance with program requirements.

Duties include working with management officials, employees, community outreach activities and establishing rapport at all levels.  SEPMs will maintain a close liaison with the installation Affirmative Employment Program Manager, working with various reports and data tables to identify any barriers which impede the opportunity, advancement, and retention of the represented groups through barrier analysis. Strong communication (oral and written) and organizational skills are important to be successful in this position.
