HILL AFB TECHNICAL ORDERS AND ENGINEERING DRAWINGS

The Public Sales Office located at Hill Air Force Base, Utah, manages technical data for weapons systems used to support military and foreign military partners. The office is responsible for appropriately sharing technical data with authorized defense industry partners and is the point of contact for data requests.

Requesting technical data
The Public Sales Office is directed by Department of Defense (DoD) Directive - DoDI 5230.25 to verify a company's request for technical data to protect it from unauthorized use. When requesting data, a company should e-mail or mail requests to the Public Sales Office on company letterhead and include the following information:

- Current date
- Name
- Phone number
- Fax number
- Point of contact
- Detailed background information about your company
- Reason for the request and specific intended use of the data
- Signature

Below are some of the most common reasons for requesting technical data and the information required to make the request. For reasons not listed below, please contact the Public Sales Office for more information.

Requests for technical data to support an existing U.S. DoD or U.S. government contract shall be submitted to the announcing contracting office and shall include the following:
1. A current, signed and certified copy of a DD Form 2345.
2. A contract number driving the need for the technical data.
3. A request on company letterhead with current date, phone number, fax number, point of contact, detailed company background and information, reason for the request, specific intended use of the data, and complete list of TOs/Eng Drawings/Mylars.
4. If the request is coming from a subcontractor to a primary contractor awarded the contract listed above, please provide a short description of the relationship to the contractor and applicable points of contact (procurement contracting officer, or PCO, and contact within primary contractor).
5. Include any additional, active government points of contact that can help quickly verify the request including names, organizations, telephone numbers, e-mail addresses, etc.
6. Give an explanation why the information with the awarded contract was not received.
7. If requesting drawings in any form, supply the weapon system (i.e. aircraft), part number, cage code for the part number, and the noun or nomenclature that describes what the drawing shows.
8. If requesting a technical manual, the technical order number is mandatory.

Request to support a solicitation for a U.S. DoD or U.S. government contract shall be submitted to the announcing contracting office and shall include the following:
1. A current, signed and certified copy of a DD Form 2345.
2. A solicitation number driving the need for the technical data and PCO contact information.
3. A request on company letterhead with current date, phone number, fax number, point of contact, detailed background information about your organization, reason for the request, specific intended use of the data, and complete list of TOs/Eng Drawings/Mylars.
4. Give an explanation why the information is required in addition to what is already being provided as part of the solicitation package.
5. If requesting drawings in any form, supply the weapon system (i.e. aircraft), part number, cage code for the part number, and the noun or nomenclature that describes what the drawing shows.
6. If requesting a technical manual, the technical order number is mandatory.

All requests for technical data, drawings or schematics to support Parts Repair Ordering Systems (PROS) repairs or sales shall be sent to the PROS contract point of contact and shall include the following:
1. A current, signed and certified copy of a DD Form 2345.
2. A verification of support to a PROS contract - PROS Request for Quotation (RFQ) ID number and PROS contract number.
3. A request on company letterhead with current date, phone number, fax number, point of contact, detailed background information about your organization, reason for the request, specific intended use of the data, and complete list of TOs/Eng Drawings/Mylars.
4. If requesting drawings in any form, supply the weapon system (i.e. aircraft), part number, National Stock Number (NSN), MFG CAGE code for the part number and the noun or nomenclature describing what the drawing shows.
5. If requesting a technical manual, the technical order number is mandatory in addition to the weapons system (i.e. aircraft), part number and NSN.

Request to support a FMS [Foreign Military Sales] contract:

If you are engaged with FMS, a Defense Trade Controls registration is required when requesting technical data.

For Technical Orders (TOs), reference Technical Order 00-5-19 Chapter 17 "Special Programs" for instructions.

Requests for engineering drawings shall include the following:
1. A current, signed and certified copy of a DD Form 2345.
2. A contract number driving the need for the technical data.
3. A request on company letterhead with current date, phone number, fax number, point of contact, detailed background information about your organization, reason for the request, specific intended use of the data, and complete list of TOs/Eng Drawings/Mylars.
4. The request shall include the list of drawings, the weapon system (i.e. aircraft), cage code for the part number and the noun or nomenclature that describes what the drawing shows.
5. The request shall include a specific description of why drawings are needed and where the work will be accomplished and the country to be supported.

Request to support an unsolicited bid, Request for Information (RFI), or Request for Proposal (RFP) shall include the following:
1. A current, signed and certified copy of a DD Form 2345.
2. A request on company letterhead with current date, phone number, fax number, point of contact, detailed background information about your organization, reason for the request, specific intended use of the data, and complete list of TOs/Eng Drawings/Mylars.
3. If requesting drawings in any form, supply the weapon system (i.e. aircraft), part number, cage code for the part number, and the noun or nomenclature that describes what the drawing shows
4. If requesting a technical manual, the technical order number is mandatory, along with briefly explaining what data is expected to be contained in the requested technical manual and how it will be used or applied in a bid.

Please allow 30 calendar days before requesting a status update on all technical data requests. By providing the above information and any other pertinent company information, it will help the Public Sales Office understand a company's specific interest in a weapon system and will likely result in quicker technical data request response times.
