HILL AIR FORCE BASE, Utah -- Defined as intentional sexual contact characterized by the use of force, threats, intimidation, abuse of authority, or when the victim does not or cannot consent – sexual assault, directly or indirectly affects every Airman.

The Sexual Assault Prevention and Response (SAPR) office serves as the single point of contact for integrating and coordinating sexual assault victim and survivor care 24/7, 365 days a year. The office’s SAPR hotline can be reached 801-777-1985.

The SAPR office also provides sexual assault prevention training across the installation.

April is Sexual Assault Awareness and Prevention Month and the theme of this year’s breakfast is “Protecting our People Protects our Mission.” Preventing sexual assault is not the sole responsibility of the SAPR office. Change requires a continuous commitment from each member of the force, both military and civilian.

A SAAPM breakfast will be held from 7:30-9 a.m. April 16 at the Hill Aerospace Museum. The purpose of the event is to provide an opportunity for both base personnel and community partners to increase awareness and emphasize the importance of sexual violence prevention, so come out to show your support.

This year’s guest speaker is Thomas R. Tremblay, retired chief of police for Burlington, Vermont. Throughout his distinguished thirty-year policing career as an officer, detective, supervisor, police chief, and state public safety commissioner, Tremblay has been a passionate leader for the prevention of domestic and sexual violence.

He started his law enforcement career in military police for the U.S. Army. He holds a bachelor’s degree in criminal justice and is a graduate of the FBI National Academy, the FBI Law Enforcement Executive Development Seminar, the Police Executive Research Forum-Senior Management Institute for Police, and the National Law Enforcement Leadership Institute on Violence Against Women.

A national leader in the development and delivery of trauma-informed sexual assault investigations training, Tremblay assisted the International Association of Chiefs of Police with the development and delivery of a national curriculum for trauma-informed response to sexual assault.

He also assisted the National Center for Campus Public Safety with the White House Task Force recommendation to develop a new curriculum for trauma-informed sexual assault investigations and adjudications specific for colleges and universities across the country.
Tremblay is now a highly-regarded national and international advisor and trainer for police, prosecutors, advocates, higher education, the military, and the private sector.
